Build vs Buy AI Agents: Who Should Own the Loop?
The expensive mistake is buying a chatbot labeled agentic, or building a fleet before readiness /30. One workflow. Published platform floor only.
Last updated:
Quick Answer: Buy help-center search and narrow SaaS widgets when you have no named APIs. Build (or partner-build and own the IaC) when the agent must call your OMS/WMS and stop before money moves. Buy neither if readiness is under 16/30. This page does not conclude that FactualMinds always wins.
Freshness check (August 2026)
AgentCore Harness GA June 17, 2026 made a first loop cheaper to host. It did not make a merchant ready. Agents Classic is the wrong net-new path after July 30, 2026.

At a glance
| Buy (SaaS / widget) | Build (you or a partner) | |
|---|---|---|
| What you own | Config, prompts, a vendor UI | Tool catalog, Policy, evals, IaC |
| Fits | FAQ search; a single SaaS inbox | Store systems, HITL, audit |
| Week-one writes | Usually hidden or prompt-only | Forbidden until 16/30 + Policy |
| Exit | Export if the vendor allows it | You already have the repo |
| Cost shape | Seats / conversation fees you cannot see | Platform floor you can model |
| Failure mode | Relabeled chatbot; no audit | Fleet before a stop rule |
When to buy
- Help-center search. That is a chatbot.
- A vendor already sits in the ticket path and you only need suggested replies without OMS writes.
- You will not change join keys this quarter. Do not buy an “agent” that invents them.
Named substitute: keep Gorgias/Zendesk macros or site search. Do not buy “agentic” as a skin.
When to build
- Named APIs exist (
getOrder, ATP, contract price). - A business owner and an engineer can share a RACI.
- You want the allow-list and CloudWatch traces in your account.
- Partner-build is acceptable if the contract says you keep the IaC — that is still build.
Start with one family on the hub. The engagement SKU is eCommerce AI Agents on AWS, not a sixth product per family.
When to do neither
Readiness total under 16/30. No owner. Leadership only wants auto-refund. The process already has a correct state machine (tax, capture, labels). Score first: ai-agent-readiness-checklist.md.
Cost example (one silhouette, published)
Support-style AgentCore at 50K sessions/mo ~$791/mo platform + model — decision guide. Use the AgentCore pricing calculator and the ROI calculator with your counts.
We do not publish a vendor-seat comparison with invented list prices. If a buy quote has no per-conversation run cost, it is incomplete — not cheaper.
Switching cost
Buy → build: you still need tools, Policy, evals. The widget does not become an agent by export.
Build → buy: possible for search-only. If you attached writes, remove them before you go back to a vendor chat UI.
Partner leave-behind: if you cannot run terraform plan (or the CDK equivalent) in your account when the contract ends, you bought a loop you do not own.
How to Decide
- Score /30. Under 16 → do not buy an agent product and do not build writes.
- If the need is search → buy or keep a chatbot.
- If the need is tools + stop → build one workflow; optionally with a partner who leaves the IaC.
- If two “winners” → decide tree. Not a five-agent program.
What this comparison doesn’t cover
It does not rank named SaaS agent vendors. It does not invent payback weeks. It does not claim an AWS Agentic AI Competency (we are Select Tier, pursuing Consulting Services). Agent vs chatbot and agent vs workflow stay separate pages. Zero published agent case studies.

AI Agent vs Chatbot: Which Should You Ship?
Chatbot = search. Agent = tools plus a stop button. Pick search when the answer is already published. Pick an agent when it must use your systems. Relabeling is the expensive failure.

Scope one agent — or decide not to
We will say whether to buy search, fix readiness, or build one read-only workflow. We will not sell a fleet to make a slide true.
